There is not much that we haven't covered on this forum. 
It stops your oil line rubbing on the chain, you 100% need this bracket.

I hope that's not your chain Mezo!
Maybe you should remove the bracket, let the oil pipe rub on your chain, save you fitting a Scottoiler
