Fork oil seals too small

Fork oil seals too small
I ordered a pair of fork oil seals they are 41mm x53mm x10.5mm I've checked and that's the correct size, the seal is to small, when I insert it into the fork leg and tip it upside down it just drops out, I've measured the inside where the seal sits and that measures 53.94mm that can't be right, the seal may increase when I insert the fork but I can't see this making a seal

No, you should have to drive/push the seal into the slider, IIRC I had a similar issue, may well have been Wemoto.
