How I adjust my chain, slacken the brake anchor & wheel nut (just enough so you can move the snail cam thingys, or they will flop about as you've found) if I've fitted a new chain, sprockets, etc I'll have the adjusters at the lowest number... I get someone to sit on the bike & adjust the cams until I have about an inch of free play in the middle of the chain run... tighten everything up & check slack again...
