New regulator, low voltage still

On the latest long trip I had it was evident that the battery was barely charging at all so I got a new regulator and installed that but the multimeter read the same as before so it must be something else.
I got 12.70 when fired up and like 13.20V with a little gas.

Already tested the battery in another bike and was OK, close to 14V.

Make sure regulator has a solid connection to the frame and the neg. terminal of the battery.
Run additional wires if you have to and scrape the contact area for good connection.
"Don't worry," he said, "things could be worse ........."
So I stopped worrying and lo and behold, things did get worse!
